Tour Cars in Israel need a license from ministry of Transportation, and it must be driven by a licensed Tour Guide which has a public driving license Taxi or Bus
Tour cars are insured in a special insurance that covers paying clients, and include life insurance and theft
In our Tour Car Association we have the majority of private guides which operates Tour Cars in Israel. Today March we have more then 500 members who operates tour cars in Israel
Israel, though it is a Hi-Tech country suffer from one of the worst bureaucrat system in the world from reasons I can not understand! I decided to delicate my life to the war against bureaucracy. My first fight was against Ministry of Transportation civil servants which in a very stupid or corrupted way prefer the interests of the Car Dealers, which are monopoly in Israel, only 1 dealer for each car manufacture
It took me 10 years to make the car self import possible first for Tour Guides and later on to all small business in Israel. And I’m very proud in my achievement. It shows that in Israel even if you are a “small citizen” with the right attitude you can win a war against the system. Also it shows that the court system in Israel works for the citizens and not in favor of stupid or corrupted civil servants

“Eshkol” License is the Tour Car license given by ministry of Transportation and Ministry of Tourism to official tour guides who operate an official Tour Car in Israel.
To Renew your Eshkol Car –

- and ask to know what is your Agudat Eshkol car remaining duties.
- The custom will send you a price to pay Agudat Eshkol duties and then your car will be cleared and you can by a new Agudat Eshkol Tax free car.
- Go to the nearby custom office and pay your Agudat Eshkol duties.
The qualifications needed –
Experince Tour Guide license.
Driving license Taxi or Bus.
Foreign language – test by Israeli university
Eshcol cars are considered as a Taxi in respect of all traffic laws.
Eshkol Association is where the most private tour car operators are member. From total of 500 licensed Tour Cars in Israel with “Eshcol” license, 350 are members of Eshkol Association. Each member is an independent – freelancer .
Eshkol means in Hebrew cloister and it refers to the Biblical event in Numbers 13 – “And the Lord spoke unto Moses, saying: Send thou men, that they may spy the land of Canaan… And Moses sent them to spy out the land of Canaan … And they went up into the valley of Eshcol , and cut down from thence a branch with one cluster of grapes, and they bore it upon a pole between two …”
